In California to get married you must obtain a marriage license before your wedding ceremony. If either the bride or groom is under the age of eighteen then the license cannot be given without the prior consent of the parents and the order from the court. You can obtain a regular license from 58 county clerks in California and once it is issued it will have the validity up to 90 days.
